    The CO has full responsibility over all the members of staff and cadets in all matters.
However a CO must have a boss to ensure that they are doing their job correctly. and the CO’s boss would be the UMC, the District Officer, Area Officer, and ultimately SCCHQ

    The First Lt is responsible to the CO for the correct running of the ships routine and also;
Unit discipline,
Security and fire officer,
Carry out armoury musters,
Ensure unit is cleaned each night for rounds.

The Admin Officer is responsible to the CO for:

  • Keeping all forms up to date
  • Updating cadet and staff records as necessary
  • Amending publications when changes are produced
  • Distribution and filing of correspondence
  • Tidiness of Ships Office

Unit Management Committee.
The legal, business, property and charity affairs of a Sea Cadet Unit are managed by the Unit Management Committee (UMC). This consists of local people elected at an Annual General Meeting (AGM). Its duties are defined in Chapter 6 of the Sea Cadet Regulations. The UMC members are the charity trustees of the Unit.

Unit Chairman (UC).
The members of a UMC elect a Chairman from among their number, this person has wide-ranging responsibilities for the support of the Unit and the conduct of its general affairs.

Commanding Officer/Officer-in-Charge (CO/OiC).
The Area Officer is authorised to appoint COs/OiCs which have been put forward on the recommendation of the UC. The CO/OiC is responsible for the discipline, training and safety of the instructional staff and cadets, for all cadet activities and for the general staff and training administration of the Unit.
The responsibilities of the UC and the CO/OiC are of equal importance to the success of the Unit and, in performing them, the UC and the CO/OiC may be seen as equal in status. The UC, however, has the ultimate responsibility for providing the fundamental resources of the Unit, including a CO/OiC. Therefore, with the exception of responsibility for the safe delivery of training, the UC is primarily accountable for the Unit as a whole, a responsibility which is discharged with the fellow members of the UMC.
A good working relationship between the UC and CO/OiC is fundamental to the efficient running of a Sea Cadet Unit and is essential in setting the right example to UMC members, parents/guardians, staff and cadets. They must have a full understanding of each other's role and respective duties and responsibilities. Regular consultation on all matters affecting the smooth operation of the Unit is essential. Their aim must be a happy and successful Unit to which staff and cadets are proud to belong and which is a credit to both the local community and the Corps.
